Section 9
Functions, Duties and Powers of the Council
The functions, duties and powers of the Council shall be as follows: 0
(a) To make suggestions to the Government of Nepal regarding the policy, strategy, operation and development of sports and sports infrastructure to be adopted for the development of sports,
(b) To make and implement plans and programs related to sports under the policy and strategy approved by the Government of Nepal,
(c) To approve the annual plan, program and budget of the council (d) To prepare and submit to the Ministry the human resource development and management plan and organization structure of the council (e) To manage the sports materials necessary for sports development, to collect resources, to mobilize them and to encourage the private sector for the same,
(f) To organize national and international sports competitions (G) Recommending to the Ministry for the determination of financial and other support and scholarship standards to be provided to sports-related organizations and athletes,
(h) To make and implement a code of conduct regarding matters to be followed by council, committee, national sports association or federation officials, members and employees, players, coaches, game managers, referees and game organizers and spectators. (i) Construction, management and maintenance of sports infrastructure (h) Determining the minimum standards to be maintained while developing sports infrastructure and monitoring them (k) To coordinate, support and collaborate with the provincial government and local level for the operation, development and infrastructure development of sports at the inter-provincial, provincial and local levels,
(l) To make regulations regarding the personnel and financial administration of the Council,
(D) To make and implement procedures and guidelines related to sports operations in a way that is not contrary to this Act (d) Taking the initiative to establish training centers and institutions related to sports,
(n) Measures to construct and operate the infrastructure of sports and entertainment centers such as futsal, swimming pools, gyms operated by the private sector.To recommend to the Ministry for determining the penalty,
(p) classifying sports and players and taking necessary initiatives for the social security of players,
(th) Arranging identification cards according to the classification of players,
(d) coordinate as necessary with the Olympic Committee,
(D) Conducting necessary studies and researches for sports development.
